If you have a test light, just check your fuses with it. Find a good ground, like the door hinge, and touch each side of the fuse with the key in the "on" position. You just touch the little silver part on the fuse. It should have power to both sides. If it doesn't it's burnt out. Or, you can pull them out, one at a time and check them visually.

2001 cherokee laredo cigar lighter and power outlet not working. blown fuses replaced, still not working. power outlet fuse i pdc checked and good. could cigar lighter relay be bad?

No , can't be the relay , by looking at a wiring diagram the power outlet has different supply voltage . Fuse 1 25 amp is for power outlet an cigar lighter use's fuse # 2 25 amp. Free wiring diagrams here http://www.bbbind.com/free-tsb/ Enter vehicle info. year , make , model an engine size. Under system click on interior & driver amenity, then under subsystem click on cigar lighter . Click the search button , then the blue link. Looking at the diagram you will see they have different fuse's. Something up stream from there is blown . Need to look at electrical distribution diagrams. Go back to system an click on electrical distribution then under subsystem click on power distribution . Click the search button then the blue link. Scroll down to the # 6 diagram . You will see fuse # 4 50 amp location is under hood fuse box . Check that fuse .

My cigarette lighter has never been hooked up when purchased new i need to hook it up for charging purposes

Can you read the diagram? I haven't looked at your owners manual fuse boxes to see if you have cigar relay? Either way should work, In the diagram, the orange wire is voltage, black wire is ground for both the cigar lighter and/or auxiliary power outlet. Note the fuses.

MY CIGARE LIGHTER IS OFF

According to the diagram I just looked up it should be in the engine compartment fuse box position F3 and it is a 15Amp fuse. (F3) I think that means the one you are looking for is third from the top on the left hand side but I can't be sure without pictures or seeing it personally. If you want to take a pictures of the compartment fuse box interior and attach it to this post I could help more.

CIGRETTE LIGHTER FUSE REPLACEMENT??????

You need to replace the "CIGAR" mini-fuse in the min-fuse cluster found in the trunk. There is a diagram on the inside of the fuse-cluster cover but I believe it is the second 20A yellow fuse from the left in the middle row. Fuse replacing tool and extra fuses should be found in a compartment on the inside of your glove compartment door. Word.
