Possible multifunction switch or wiper motor problem, The horn is most likely a coiled contact drum under the steering wheel has an open horn circuit, it is called the "Clockspring" contact drum.
if your bulbs are fine check connections at base of steering column it would be unusual for the switch to be bad this is a multifubction switch it controls not only turns but wipers bright dim controls washers ect if it is bad you'll need to disarm the air bag remove steering wheel remove access panel under steering wheel remove possibly remove pressure plate under the steering wheel if torq bolts aren't visible there will be three unbolt harness at block connector it bolts together remove two flat connectors for block connector rought wires through column then repeat process on reassembly
the multi function switch will affect the signals but not the tail lights as they are on their own circuit.with the right side lights only working it sounds like a wiring problem for the left side and the wiring needs to be checked out at the rear of the car.the dim lights on the right side could be not enough voltage supply or a bad ground which again can be related to the wiring problem for the left side.the multi function switch is the switch that you use to turn on the signal lights change low to high beam headlights,turn on the wipers.it is located below the steering wheel with the wires running down the inside of the steering column.the signal switch is also located below the steering wheel on top of the column.the steering wheel will have to be pulled and the plate removed to see the switches and remove them.the wiring connectors are at the base of the steering column under the dash and they are removed by pulling them out through the column upwards and feeding the new ones down through the same way paying attention as to how the wires a routed through the column.
There is a gray colored wire on the back of the pivot pulse dimmer switch assembly that is most likely the culprit. Not the multi function turn signal/wiper/cruise lever, its the wires that go through the column down to the plug just under the dash at the column. You may be able to see these wires using a flashlight looking into the opening behind the turn signal lever pulling the lever like your dimming the lights may help to see this. The wire may be just hanging there. Very common failure due to the fact that these wires move every time you dim your headlamps. You will have to replace the "Pivot pulse dimmer switch assembly". in the steering column. This switch assembly is attached directly to the turn signal switch. Disabling the air bags and removing the steering wheel will be required. If you decide to do this yourself, I would strongly suggest getting a good service manual and following the procedure to the letter.
You can buy the turn signal switch at Napa or other auto parts stores. It's a combination switch. Remove the steering wheel and remove the 2 screws that hold the turn signal switch on, unplug the wires and installation is reverse of removal.
