A LOT depends on WHICH ENGINE your 1999 Suzuki Grand Vitara is equipped with.Ignition timing is not adjustable on any engine except the 2.5L V-6. To adjust the ignition timing on the 2.5L V-6, a scan tool must be used to turn off the computer timing control to check and adjust base ignition timing. Base ignition timing specification is 4-6 degrees BTDC.
Take the car to an autoparts store and have them scan the computer for any fault codes stored. The check engine light is to alert you that the computer has noted a fault in one of the car's systems. Getting the codes will show what the computer has noted and curb the need for speculation. Most parts stores will perform the scan for free. Hope this helped and best wishes.
Try these easy things...take off clean and reconnect the battery cables, take to Auto Zone for a FREE computer hook up. More than likely if the battery hook up doesn't work it's the oxygen sensor.
