My check engine light does not flash when i turn key in my 1996 town car anyone know way ? my car won't pass smog unless this light flashes upon turning key. my car passed all other smog requirements can someone help?
Bulb is probably blown... you have to remove the instrument cluster to change the bulb

Yes the cluster is in the dash, it is the speedometer, fuel gauge, ect.
It's possible the light for the compass is bad as well. Instrument cluster bulbs do blow out like any other bulb will. If your compass isn't working at all, it may be bad.
Your compass may have just gone bad then.
You are lucky for the most part; most people can't pass because their check engine light won't go off. People spend hundreds of dollars to get the check engine light to go off. You should be able to fix your light for a few dollars.
As for you compass, have you checked your fuses?
Your bulb is blown out. You need to remove the instrument cluster to replace it.
It is not suppose to flash. It should just come on when the key is in the on position.
Does your check engine light come on when you turn the key to the "on" position, "without starting the vehicle"?
