Can not find a data link on a 1980 Eldorado. I have looked under the dash, behind the ash tray, in the glove box and under the hood and cannot find the OBD data link anywhere.
Locate green connector in the wiring harness coming directly out of the ECM. ECM located under dash on the passengers side behind glove box.with engine running connect the single terminal in this connector to a good ground.

Are you certain it has one? While it was 1979 when a pilot program for ECUs was introduced by GM, and in 1980 Cadillac had a fuel injected engine, it was 1981 that was the first high volume year for use of ECUs. The modern microprocessor based system was from 1981 onward. If your 1980 does indeed have a computer, it may be some different from regular OBD units as we know them today with a data link connector.
It looks like you may have to do some research on your 1980 to see what it does have.

I am currently working on my 92 Deville with the same problem. I was driving along, and smelled what I felt was a smoking printed circuit board. I looked down, and the digital fuel data center and climate control panel were dark.
I have the factory shop manual, and with the aid of a meter and the manual, I traced the problem to a bad BCM. The 16v supply coming from the BCM was gone. Opened up the BCM and found an overheated transistor. I also removed the fuel data center and the Climate control panel. The fuel data center panel did not smell good. I found a shorted capacitor on the Fuel data center circuit board. I am replacing the capacitor, and will be picking up a used BCM at the boneyard tomorrow. I might also have an overheated wire in a cable that might have to be replaced. I have not gotten that far in the troubleshooting yet.

look all around your dash and under it and along the sides where your door panels meet the dash also read your owners manual to help you locate the fuse and also if you have a tester test all fuses and replace them with same type that might help you incidentially fix your dash light problem if that don't work check you dimmer switch to be sure its funcioning properly

The BLOWER MODULE is located on the A/C EVAPORATOR housing located UNDER THE HOOD passenger side firewall. Has 2 electrical connectors. Mounted with 4 screw bolts.Hope this helps

Fuel pump operation is controlled by the fuel pump relay, located in the relay center.
The electrical protection devices are located in the convenience center, which is a swing down unit located under the instrument panel. All units are serviced by plug-in replacements.
