Below 32 degrees ( Fahrenheit , I presume) can cover a wide interval of temperatures. It could be the battery. You should consider installing a battery with a higher cranking power. In the colder parts of Canada, people install an engine warmer contraption. The device is kept connect to an electrical outlet overnight. In some places, it gets so cold that electrical outlets are available at some parking spots.

Well, could be many things, but first and easiest, check the dist. cap and rotor, and all the plug connections. Any moisture will freeze and short out the ignition system. Also change the fuel filter. If you get the slightest moisture in the fuel it will lock up the filter when the water freezes. Could be a relay, probably "engine relay" that sticks when it gets too cold.
Some starting points I hope.
SOURCE: ram it out of fuel
Please check power supply, fues and relay. Running a pump dry does pull more (slightly) amps.

fuel to air ratio is probably wrong try cleaning air filter or getting a new one not positive just a suggestion try taking it out and running it first before you get a new one

Locate the Fuel Filter and Take it loose. Try to Start the Truck, If the Pump is Good, Fuel will come out of the Fuel line going to the Filter. Please Rate My Response! Thanks!
