HL always work even keys in pocket, (USA rules)
most have 2 fuse's check both fuses.
some cars outside (mostly) USA have DRL,
daylight running light option or manditory (canada)
got DRL, that is the first question, they messup more often.
and are more complex.

at the least there is:
1: battery dead, does car start? you didnt say.
2: bad fuses.
3: bad HL relay
4: bad HL switch.
5: bad wires. yes, its and endless topic this and connnectors. bad.

My first thought would be a bad ground connection in the harness for the rear lights.
You might want to take a test light and check the contacts in one of the sockets.

When I turn on the vehicle the headlights and windshield wipers come on and won't turn off. When I turn the key off there is a delay before it actually turns off and the headlights won't turn off.

This sounds like an issue with your ignition switch. Basically what is happening here is that you are shutting off your vehicle, but the ignition switch is not working correctly and is allowing certain accessories to stay on.
