The ecu is located under the Air filter housing on my 99 montana

According to mitchell on demand there is no low coolant tep sensor, only standard ECT sensor.

if there is only two it probly the one up buy the motor call the dealer they have the manual
SOURCE: The Driver Information Center (DIC) 99 Montana is out
I am assuming that the DIC does not "power-up" at all.
Check your owner's manual to see which fuse powers the DIC. If the fuse is OK, you need to get your hands on a wiring diagram and remove the DIC from the dash so you can check to see if you have a good ground on the ground wire to the DIC. Then check to make sure you have battery voltage to the B+ circuit to the DIC. If the proper voltage and ground are present, you will have to take the DIC to your local dealer for repair. Many GM dealers have an exchange program where you can turn your old DIC in and get a "remanufactured" one on the spot. Others will send your DIC out for repair and call you when it is returned to them.
