The water temperature gets high when the vehicle is in Idle. The heater takes an excessive amount of time to warm up. The thermostat has been replaced and the problem persists. Could the issue be the water pump?

it is most likey a sticking thermostat it either gets stuck closed or open in your case closed so collant isnt getting to the heater core and all you get is cold air blowing into the truck.
its a simple fix you can either do it your self or take it to a mechanic. now remember there are differnt thermostes so think about the climat you live in and get one according to that

Water pump is locate on the front center of the engine.
I will rate water pump change as a 7/10 in difficulty scale.
You should check for special tool(s) requirement from the library before you start.
It's a good time to change the drive belt at the same time.
50/50 coolant mix is fine.
If you haul heavy load or in cold climate then bump it up to 60/40 mix
DO NOT FORGET to find or draw the belt routing diagram before you undo the tension.
A 30 second sketch will save you a lot of time.

You may need a new thermostat. They are cheap and easy to install on a blazer. They sell different temp ones. ask for a higher temp thermostat if you want warmer heat. Also it would be a good idea to get the cooling system flushed. That helps a lot.
