Could be a dirty throttle body or a faulty idle air control valve. The computer controls idle speed by regulating the amount of air entering the intake thru the throttle body.
You have a mechanical bind. Disconnect the main linkage and work it all by hand. Everything should be free and slopy. Aerosol carb cleaner will help, but only when the engine is not running.
Hello! The throttle body is the part of the air intake system that controls the
amount of air that flows into an engine's combustion chamber... It
consists of a bored housing that contains a throttle plate (butterfly)
that rotates on a shaft... When the accelerator (gas pedal) is pushed
down, the throttle plate opens and allows air into the engine.. When the
gas pedal is released, the butterfly closes and effectively chokes-off
(throttles) air flow into the combustion chamber... This process

Try increasing the idle speed. If you don't know, this is how to do it.
Open the bonnet and ask someone to push and release the gas pedal a five second intervals.
Observe which part is moving.
Yo will see a small adjustment screw on that lever. You will understand that by adjusting the screw you can increase the gas supply to the engine.
Slowly rotate the screw while the engine is running. (If the engine doesn't run in idle state as you have explained, ask someone to keep the pedal slightly pressed. After increasing the gas supply, ask the person to release the pedal). Adjust it further to get a smooth running condition at idling. Also check whether air cleaner is blocked.
Perhaps you are doing nothing wrong. Fuel delivery also includes the fuel filter but that would ordinaryly show on higher engine speed starvation. Does engine move forward in engine bay when you release pressure on gas pedal? If so, it may be a bad electrical connection Check ground connections and wiring. Once car stops, engine settles back in original position to start again.Just some possible problems to this sympton. Is there a vacuum leak at idle?
