1.Probably the battery to starter thick wire is loose, jointed, under sized (too thin to hold the heavy starter current) or shorted to ground.
2. Main ground wire from battery to engine is loose or aged.
3. Improper connection between the battery and chassis ground.
4. Starter motor defective.
The 97 Corolla has three accessory belts. The alternator belt is the one you see when you look down on the passenger side standing near the front of the engine compartment. If fits over the alternator and the engine pulley. The belt beneath it is the a/c belt (if the car has a/c). It fits over the engine pulley and the a/c compressor. The power steering belt is toward the rear of the engine compartment, on the same side. It fits around the engine pulley and the power steering pump.
Replacing the alternator belt is not too difficult. Standing in front of the car and facing towards the rear, loosen the locking bolt under the right side of the alternator. Then loosen the alternator hinge bolt on top of the alternator. Now you are ready to loosen the alternator belt tensioner adjustment bolt, accessed under the alternator from the front. Turn the tensioner until the old belt is loose enough to remove, then turn it further so that the new belt will go on easily. Replace the belt and re-tension until you have about 1/4 in. to 1/8 in. of play in the belt, tighten the lock bolt and the hinge bolt, and run the engine. If the belt squeals it means you need more tension, but do not overtension. Recheck it after a few days.

3. Installation is the reverse of removal. Torque the bolts to 28 ft. lbs. (37 Nm). Note that the bolts are 2 different lengths.

Sounds like the starter solenoid is stuck on, most likely need to
replace the starter, sometimes what can be done is tap the solenoid
with a wrench or a small hammer and it may come loose, if it stops i
would still recommend replacing the starter because it will happen
again 9/10 times. Also check the wiring to the starter and make sure
the start wire is not shorted or installed improperly. If there is
constant voltage at the smaller start signal wire, the problem is
somewhere in the wiring or the keyswitch.
1st thing is the battery 100% ??? try jumping it with another battery or car Poss to Poss and Earth to Earth.. and if still the same and the battery poles dont get warm then battery are ok ,,BUT CHECK it first
You say the starter motor is new and the starter ring is good but does it turn and the just spin and make a grinding noise if so the starter ring is worn at where it always stops which is about No1 cylinder
SO turn engine over by hand about 1/2 a turn and then try starting and if the starter turnes it over another 1/2 turn and stops again then the starter ring has to be replaced........ other wise you could have a big engine problem

it is a starter if this is a 4cilynder you dont have to jack up the car.which i believe it is.the job is not that bad thanks for your question please rate my response
