That is a cam shaft issue. The reason that they say that it might be oil sludge is because of variable valve timing. That system uses oil pressure to vary the cam activity according to the driving conditions.
If you have done regular oil changes on the car, I doubt that it is a oil related issue. You can take it to some place like grease monkey and have the engine flushed to see if that helps. What they are going to do is similar to putting 50/50 oil and diesel fuel in and run it till it gets warm then drop the mix and put in real oil. This is a tough one to diagnose without a scope to check activity on the cam sensor. It could be a flat spot on the cam.
