I have a 2009 chevy cobalt and i ran it out of gas still have power but it wont start when i added gas plus its about 17 degrees outside does this change anything

fuel pumps need fuel to lubricate the little plastic gears that pump the petrol. No fuel=no lubrication= dead pump. Try a new pump and ensure that there is always enough petrol in the tank. It takes a lot less than 17 degrees to freeze petrol. Have a pressure test done on the fuel manifold to check pump operation. regulator operation and fuel filter.

Have you checked your fuel pressure regulator? I have a 98 camaro and i had the same problem. I checked the fuel pressure regulator and i found that one of the lines was cracked and was leaking. I took it out, replaced it and now it starts up everytime. I found mine on the back of the fuel rail near the firewall

Your fuel pump is in the tank. Turn on the ignition, and listen if you can hear the pump run in the tank. It will only run a few seconds if the engine is not running. You can repeat this several times to prime the fuel injection.
