I am working on a jeep wrangler, 1991, it won't start, it has spark, fuel, injector pulse, compression. I installed a new distributor, wires, plugs, crank and cam sensors, what else could it be ?

The cam sensor is located in the distributor.check the cylinder compression, check for ignition spark, check for fuel injector pulse and fuel pressure.
You need to check the basics of combustion; Is there spark at the plug wires? Do the fuel injectors receive the pulse to fire, from the ecu? Does the fuel pump turn on for a second, when the ignition is initially turned on? All of these problems I have mentioned are related to the ecu being faulty.
you are saying it is getting spark, and fuel, right? If it is getting spark, and fuel in to the throttle body, check compression-make sure the Mass Air Flow sensor is plugged in, and double check your spark-you say you replaced all those ignition items, but do not say that you have spark.
Check the timing to ensure it is correct. Check each cylinder for the proper compression. Try starting the jeep with some starting fluid. If it starts with the starting fluid, you may have a few bad injectors, or faulty injector wiring harness.
You need 3 things.
Compression
Good hot blue spark to all plugs.
Good gasoline and proper fuel pressure. 13-13.5 lbs on your TBI
If you have all 3 then move on to injector pulse to both injectors.
Keep me posted and recheck your spark plug wire to make sure they are not crossed. firing order 1-2-3-4-5-6 cylinder # passenger side 1-3-5 front to back. cylinder # drivers side 2-4-6 front to back distributor #1 is located at the 7 o"clock and rotates clock wise so next distributor post on the right working clock wise is #2. You need to find out if you have spark there, if injector is working and if the cylinder itself has good compression. Then, you can work backwards to find out why whatever is "missing" isn't there.
Check the pickup in the distributor as this is the cam sensor. The injectors run of the pulses created while the rotor is turning around. It should be a plastic disk located under the rotor button.
