Tried to start jeep and dash gauges went crazy, and then started a mild ticking noise. Tried to juice her for ten mins, and as soon as we took the cables of, the lighs started flickering, and she knocked out again.

Did you jump start? if you did the car is getting all power from the host battery and the motor run, took cable off motor stopped which means your alternator is not charging.

if it's a top end tick from the engine. probably because oil ran down and it just needs to lubricate the head again.

You likely have it repaired by now but it sounds like a classic case of oxidized battery or cable connection (sometimes mis-diagnosed as bad battery but cured with new (clean) battery)

Poor grounding can cause many of the conditions you have listed. When checking power with a volt meter, this goes unnoticed because the meter does not draw enough amperage to cause the bad connection to break contact. Your battery is grounded to the engine block and also has a small lead to the fender. Many components have individual ground leads as well (including most computers) I would check all ground leads and clean the contact surfaces with sandpaper or a wire brush. Adding an additional ground wire is a good idea as well. Don't forget that the dash board frame must also provide a good ground as well.
Many times this is all you need to do...sometimes though, control modules can be damaged because in having a partial ground, they build up heat, due to additional resistance in the circut.
This may or may not cure your problem, but it's worth checking out. Grounding is often overlooked, especially if it has not completely broken down.

My Jeep won't start. I replaced the battery but the car will not start. The gauges all go crazy and I hear a ticking noise, but it seem there is no power getting to the engine.

Does the engine turn over at least? The gauges getting crazy points to a PCI data bus problem, then also the engine will crank, but not start. Could be one of the components connected to the bus. Also common is water ingress in a large connector on passenger side bulkhead, which causes the data bus to short out..

Dash board don't work

its not a wire touching a live. i think its a live wire earthing somewhere. you need to / or an auto electrician need to do a continuity test on that part of the cicuit to find which wire is the culprit. its either a ten min job or a ten hour one, depends how far into electrical system the fault is. Hope this helps you

I have a 2000 Grand Cherokee.I recently tried to start the vehicle, it would not even turn over, it just started ticking (fast and sounded like you were starting a gas stove coming from steering column...

Recharge the battery...auto parts store will do it for free if you tell them you would like know if it is good.

Replace the starter...or, if you remove the starter, take it to an auto parts store to have it tested.
