Windshield washer wont work and the reservoir seems to be full.

You need to clean out the cabin filter drain tube. The cabin filter housing allows the air to enter the cabin through the HVAC system. When water gets in here, the drain tube allows it to escape. If the drain tube is plugged with leaves and dirt, the housing fills up and it overflows into passenger floor area.
Remove the filter, clean the drain tube (prepare to get your feet wet) and put in a new filter.
The filter is below the pass side WS wiper under the plastic cover.

Do you have one of those washers that wants to wsh the whole car for yu when you only need the window done? I am thinking it is in the switch that you push or turn to make it squirt. I will venture a squirt of WD 40 in the switch will solve this problem? Just something you can try, Please give me a good thunbs up for the guess if you please. the pump is located in the reservoir and is probably shorted out. You are lucky it lasted this long. You need to get a replacement at any GM dealer
