Memory serves me the fuel gate valve between the two tanks goes bad ...need to find an old diagram but, testing the switch is done there as well... power to one side switched the gate valve to front..power to the (other pin) switched to the rear tank... find which pin lights with a test light when you call the front tank.. if it lights your valve is bad and not switching
SOURCE: F-250 FUEL PROBLEM
Hi, My brothers 250 had the same problem and is now fixed. The fuel pump in each tank has a check valve that allows the fuel to run in one direction only. When this valve fails to close fuel runs into that tank when the other pump is running. We replaced the pump and all is well. Dan

See these two threads for more info, I've heard of this happening before, in fact at one time there was a recall from Ford regarding this exact issue - http://www.fordf150.net/forums/viewtopic.php?p=227833 - http://www.fordf150.net/forums/viewtopic.php?p=46861
SOURCE: dual tank no fuel/1989 F250
The metal fuel line on top of my 89 Ranger fuel tank rusted out. What a pain. For all the trouble of dropping the tank and wrestling with the fuel assembly, definately put in new stuff, don't try to fix anything with jb weld like I did. It's a shame the body bolts are such a bear, or I'd say to try to remove the bed for a good look-see. After all was said and done, I cut a trouble door in my bed so I could replace the filler hose if I ever get one. Just don't do any cutting while the fuel tank is there, even with a saw or grinder, they all spark!
SOURCE: when I switch from my front fuel tank to my rear tank gas stops
There is no selector valve on a 1995 ford f150 300 engine. The selector switch on the dash sends power to the pump in the selected tank. The pump then sends fuel to the engine. If engine won't run on the selected switch, the pump in that tank needs replaced.

Thet don't have a switching valve, the switch just turns on one pump or the other.
Ford dealer has a fix ,a short piece of line with a one way valve, just snaps on to both lines .simple install, just buy the part, they will know what you are talking about at the parts counter,
