On some vehicles the speedometer works from a gear at the end of the speedometer cable, unfortunately the gear is probably made of plastic and will wear out. I would buy a repair manual and see if there is a way for you to change the gear.

I had to replace my vehicle speed sensor in my 98 Legacy GT. you can unscrew it from the transmission and hook it up to a drill to spin it and it will show the RPM's on the speedo, but it could be the sensor or the speedo head. The sensors are around $120, and having a speedo repaired can be a few hundred at the max. It's most likely the vehicle speed sensor only because that is usually the problem nine times out of ten. dont think you are reading the codes right because PO in front of the code is not a genuine Audi code ,well not according to my information ,try autozone who issue these codes or a snap on code reader booklet
SPEEDOMETER (SPEEDO DRIVE) IS USUALLY LOCATED IN GEARBOX NORMALLY SCREWED IN SMALL BOLT YOU WILL PROBABLY FIND IT AT REAR END OF GEARBOX AS FOR RPM DIAL THAT IS USUALLY WORKED THROUGH CRANKSHAFT SPEED SENSOR BEFORE YOU GOCHANGING SPEEDO DRIVE MAKE SURE ITS NOT A BLOWN FUSE
There is a chance that the VSS (Vehicle Speed Sensor) in the trans is bad. The ECM (computer) needs to know how fast the vehicle is moving, and what load it's under in order to adjust engine RPM and consequently emission controls, trans shift points, etc. Hope this helps.
rpm is a sensor on your engine. Speedo comes off the tranny or transfer case. Some speedos are digital and some are cables. The digital ones- take out the old sensor and spice on a new one and screw it back it. Here is the matching part
