Sounds like the ISC motor ratcheting. Either is out of adjustment or faulty. ISC and TPS must be set correctly together with each other. Hope this helps

Engine power reduced means it has a problem with the electronic throttle control system . You can't reset it , has DTC"S- diagnostic trouble codes stored in the computer . Something is worn , a position sensor in the gas pedal assembly or throttle position sensor on the throttle body . Your best bet , take it to a qualified repair shop ! or the dealer . Reduced Engine Power Has to do with the electronic throttle control . Have it check for DTC'S - diagnostic trouble codes . The gas pedal is electric , has sensors the PCM uses so it knows how much to open the throttle blade . Electric DC motor on the throttle body to open an close the throttle blade . Video's on youtube that show how it works . Could have bad sensors at the gas pedal or throttle position sensors on the throttle body .
Could be a bad TPS - throttle position sensor , Videos on you tube on testing TPS sensor . In fact i would say that it is a real good possibility the TPS is bad .
Hello: If the engine is a 4.9, The coolant sensor is located next to where the upper radiator hose connects to the engine on top. If the engine is a Northstar the coolant sensor is on the drivers side of the engine below where the two heater hoses connect to the engine.

I have a 1994 Cadillac Eldorado and every time i start it the car has rough Idle and the Idle fluctuate's. I also can feel it in the gas pedal when the car is doing this I tried replacing the throttle body sensor but it still does it I also was told it was the Idle error sensor. So instead of spending the unecessary money again I thought I would go online and see if anyone could help me with this problem.

I had the same problem with my 1995 Eldorado. What I found was a fuel leak sourced at the fuel rail (some kind of plastic tubing) above the engine. I found out that there was a recall for this fuel rail. The dealer replaced it for free with stainless steal. It's lucky my car didn't burn to the ground.
Last week there was a house that caught fire here in Portland. The fire started in a carport. Guess what kind of car was sitting in the carport. Guess where the firefighters believe the fire started. The answers, a Cadillac Eldorado and in the engine compartment of the car.
