I have 1999 range rover ABS lights is on all the time.

this is a fairly common problem, the most obvious cause is the electrical connection to one or more of the antilock brake sensors on the brake discs ( have you been off road?), if not you have probably had a Antilock sensor failure.

What do i do when the anti brake like has just come on. and what does it mean when the trac light is on?

ANY TIME ABS LIGHT OR TRAC LIGHT COMING ON THAT MEANS EITHER ONE IS NOT WORKING NOT GETTING NO OR ENOUGH POWER.CHECK ABS FUSE AND RELAYS. IF RELAY AND FUSE OKAY.MAKE SURE YOUR ALTERNATOR VOLTAGE OUT PUT AT BATTERY SHOULD BE 13.5 TO 14.5 VOLTS IF 11.0 VOLTS DUE TO VOLTAGE REGULATOR FAILURE. THAT WILL CAUSE ABS AND TRAC LIGHT TO COME ON.IF ALTERNATOR CHECKS OUT OKAY.TAKE VECHICLE TO GARAGE OR DEALERSHIP THEY HAVE TO SCAN THE ABS BRAKE SYSTEM.

You'll need a scanner which is compatible with Hyundai's ABS system to retrieve any DTC's (Diagnostic Trouble Codes) stored in its computer. Any time the ABS light comes on, there's a DTC stored in its computer - that code will tell you where the problem exists. Then you can go from there.
