Is there a little cap covering where it attaches to pivot at base of windshield. If so, pry/flip it up, forward from bottom or end, & you'll probably see a nut to tighten underneath it. Do it when wipers off & in parked position so you can move the arm where you remember it goes, then tighten. Don't reef too ******* it, they aren't that strong and will snap if you go too far with wrench, just real snug. Unless you've stripped spline real good, this should do it.

The Fuse?
After that it could be the motor.

This sounds like the wiper motor has failed. You can pick one up at the local parts store. If not mechnically savvy, I would recommend taking to shop for working in tight areas that these can be. But, otherwise, the motor is on the fire wall, unplug, remove screws(4), exchange with new, and reassemble as removed. I hope this helps.

Hi check if the nut is is tight on the wiper handle to the linkage and also check that it did not strip before tightening good luck

2008 should be under warranty, take it back to dealer.

With all of the electronics on vehicles today, seems like these sort of system failures are becoming commonplace.

If they try to move the fuse is not the issue, You need to check the linkages, they are under the panel where the wiper spindles sit, the plastic ends can break and stop them working.

Hyundai uses plastic washers in their windshield wipers to prevent wiper transmission damage due to excessive force ie trying to use them when they are stuck to the windshield. There's a small hinged "cap" at the base of each wiper. Flip the cap up and using a pair of pliers, tighten down the bolts. Be careful not to overtighten them or risk doing damage to the washers. If this doesn't solve your problem, you may need to replace the washers beneath the nut that connects to the wiper transmission.

Windshield wipers won't work right

The windsheild wiper relay might be stuck or broken. Try tapping it with something or replace it. Could also be the the switch (lever that you control the wipers with) i hope this helps and good luck with diagnosing your problem.
