It all depends on the extent of the damage inside the transmission. To find that out the car must be connected to a diagnostic machine. In your case it behaves like the clutch / breaking belt for the second planetary gearing is not functioning so either it or the valve controlling it are faulty - you will have to completely dismantle the gearbox to access it and that's a very big job.
If the damage is extensive it will be cheaper to replace the transmission as a whole - especially if you can buy a second hand one from a breakers yard

When i am in third gear the car engine starts to sound louder, like a motorcuylce not as loud but the noise changes.. it has 60,000 miles just oil changes i have doen on this car, is it time for a tune up...

You hear the engine or the transmission? If is the engine is doing it at all gears, if is only at third gear, is the transmission, change the transmission oil with a 80-90 or higher No. if still make noise, You have to open the transmission for service. Hope that help.

That sounds about right, since they are the only game in town do you really have a choice, one other option look on line for a better price many dealers have on line parts discounts, I used to get parts from a store in AZ for about 40% less than the dealer. I worked in a dealer that sold Hyundai, we were really surprised how expensive parts were, an example is this, a new engine computer for a GM car was $125.00, for a Hyundai $1000.00, and that's not a typo.
