I do think you have to pull he dash, for that you will need a manusl, try ebay for used factory manuals, I have had good luck getting them there for all my cars.

you need to take glove box out. It's right behind three three 7mm bolts for the plastic piece that holds it in. two 10 mm nuts that hold it to the plastic piece. Should come right out with a little finessed force.

well... it turns out the 04 is different.
check out this link. it may offer some insight. I understand the bulbd may be replaced in the switches, however you have to remove the aigbag to access....

SOURCE: 1999 cadillac deville air wont work

There's a blower motor (fan) under the hood and up against the firewall near the center of the car that takes some work to remove. It has gone out in the last 2 of my 4 Cadillacs. Turns out if you're not real careful with the positioning of the spark plug wires they will brush up against it, and if one of them gets cracked or brittle it will "arc" and short out the blower motor. The a/c compressor should still come on (you'll hear a click when it engages) but you won't get any air blowing into the cabin, hot or cold.

The part was like $200 stock (year 2000 prices) and it took about an hour to remove it. My Caddy at that time had this damn strut bar going across the engine bay which we eventually removed to get to the blower motor.

Cruise control won't set speed.

on my 98 eldo the cruise control clips to a bracket if it has come undone the cruise might say it has engaged it cant engage. If the plastic piece on the cruise cable has broke use several zip ties to hold cable in place' Make sure it holds it in place proberly or idle will be to high. look under hood driver side there will be 2 cables. 1 eccelarator. 1 cruise controll

Cruise control stopped working

Check the cable for the cruise control that leads from the actuator to the cable end located on a wheel that controls throttle. If this cable is broken on the driver's side, then it will not work even if the cruise control is engaged according to the dashboard's driver information center.

One is in the trunk on the driver side be hind the rear seat. Second is under the hood on the driver side by the air filter..

I have a 1996 Cadillac Sedan DeVille. This spring...

If the a/c does not engage as a result of the electronic control system in your 1996 Cadillac, the climate control system may need to be replaced.

However, if the problem is being caused by low charge of R134a in the system, have the system charged before changing that electronic part.

I have never seen a Cadillac Climate Control System do this, which leads me to believe that it may be more electronic than refrigerant pressure related.

If the refrigerant pressure was low in the system, the climate control system should still stay on 'auto' mode, I think, and simply blow warm air.

you need to figure out if your missing spark at the plgs,or check fuel pressure at fuel rail,you'll need at least 55psi of fuel pressure,but if you have had no luck spraying the throttle body,your probably missing spark

you may need the throttle body cleaned there are idle passages in there and it sounds like they may be clogging up on you

Cruise control

I had the same problem on my 97 ram 1500, it had a broken vacuum line. I repaired the line and cruise worked. Lucky me, no cruise does not work on my wifes neon
