No More Radiator Drain Valves in GM vehicles
0
Starting in 2003, GM discontinued the use of a drain hose attached
to the radiator drain valve. Later, GM discontinued the use of a
radiator drain valve altogether. Some models continued to include a
drain valve, but the valve was permanently sealed during production. Do
NOT try and operate these sealed valves-they will break. GM warns that
if you try to remove and replace the valve, debris from the breakage may
circulate throughout the system and damage water pump, heater core, and
thermostat components.
The bottom line is that you must now either remove the lower radiator
hose or use a siphon to remove coolant from the radiator. This bulletin
applies to all 1998-04 GM cars and trucks.

You will have to jack the car up and get under it to get to the drain valve, it is located on the back side of the radiator tank, drivers side, if not there then opposite side..

{: ) The drain hose is just near to the right of the gas pedal, but is being covered by the center floor console. You need to remove only the side trim panel, which is supported by 3 clips from inside.
To give you an idea how to remove that side panel, first move the driver seat maximum rearward. Remove all the extra floor mattings on that area. About 1 foot away from the pedal. grasp the lower edge of the trim panel and pull. You may hear or feel the first clip snap out. These clips are normally seated about 3/4 inch depth.
Next, move another foot away and position your hands again to snap out the second clip. The third clip is alittle above it. At this point, you may be seeing some clearance at the upper edges of the panel. Work your way from there. You can apply some flexing maneuvers.
When you're successful, you can then proceed with pulling and cleaning of the drain hose. Check also if the drain pipe from the HVAC housing is clogged.
A clogged a/c drain system will not only wet your floor, but it can also damage your blower motor, leaving it stucked or noisy.
