The reduced power message has to do with the electronic throttle control . Need to have it checked .DTC'S -diagnostic trouble codes . All car makers have had troubles with there systems . Toyota was in the news ,did you see that Electronic Throttle Control P2110 P2112 P2118 P2110
Clean the throttle body bore and plate of any carbon deposits. Also, clean and check the IAC idle air control circuit . If it has electronic controlled throttle body it will not have the IAC. Carbon deposits around the throttle body bore and plate (butterfly) can restrict airflow at idle causing the low uneven idle.
P2118 Toyota Description
The Electronic Throttle Control System (ETCS) has a dedicated power supply circuit. The voltage (+BM) is monitored and when the voltage is low (less than 4 V), the Engine Control Module (ECM) concludes that the ETCS has a fault and current to the throttle actuator is cut. When the voltage becomes unstable, the ETCS itself becomes unstable. For this reason, when the voltage is low, the current to the actuator is cut. If repairs are made and the system has returned to normal, turn the ignition switch OFF. The ECM then allows current to flow to the actuator and actuator can be restarted.

- Electronic Throttle Control System (ETCS) circuit poor electrical connection

There is no mechanical linkage between the accelerator pedal and the throttle valve with electronic throttle control. Instead, the position of the throttle valve (i.e., the amount of air in the engine) is fully controlled by the ETC software via the electric motor.

The chiltons manual says. Short circuit in check connector terminal T with the air conditioning switch ON or throttle switch (IDL) contact point OFF - defective ac switch, Throttle Position Sensor (TPS) circuit, or Electronic Controle Unit (ECU) if that helps

check your Electronic throttle control unit and its electrical supply. the Electronic throttle control is located on the LH of the throttle body. Check all fuses and relays for shorts, there may be no power to the Electronic throttle control, which results in NO throttle movement. Hopefully this helps
