The fuel relay and inertia switch could be two different items. The inertia switch kills power to the pump. If there is a relay in between the inertia switch and the pump, then it would mean the inertia switch was tripped by slamming a door or an impact. Check your owners manual for the inertia switch. This website advertises online service manual reference.

If there is no feed at terminal 30 at the relay. Remove the fuse box and check for any corrosion around the wiring. If all ok you may have a faulty fuse box. Being a 91 Golf it should have a MK3 fuse box.

Check the ground circuts from the battery to cab or fender these are known brake or rust

SOURCE: NO POWER TO FUEL PUMP, RELAY WORKS FUSE GOOD

If you have put direct power to the fuel pump and it still wont work, then get an electrical test unit, test light, and ohmmeter, and check to see if there is a break in any of the wires, and that you have got a good ground connection from the ground feed.
After confirming you have good connections, then it will be obvious that the fuel pump needs replacing.

Check for a burned fusible link under the hood. If you have power at the fuel pump relay, you could have a bad ignition switch or bad oil pressure switch...accordianman

SOURCE: fuel pump relay or fuse

In most cars it is located at the fuse box or relay fusebox inside the engine compartment or near the fuel pump itself. It could aslo be the fuel pressure regulator if the fuel pump is good.

SOURCE: no power at fuel pump chev.S-10 looking for fuel pump relay and fuse

The fuel pump relay is located Under hood, driver side, upper firewall, mounted in relay block.

The fuse is located under the instrument panel to the left of the steering column. The fuse block should be visible from underneath the steering column, near the pedal bracket. If the panel is not visible, check for a removable compartment door or trim panel which may be used on later models to hide the block.

THE FUEL CUT OFF RELAY IS IN THE FUSE BOX.YOUR FUSE BOX IS LOCATED BELOW THE GLOVE COMPARTMENT ON THE RIGHT BULK HEAD.NOW JUST IN CASE YOUR CAR WAS MADE BETWEEN 83 -84 YOUR FUSE BOX LOCATION UNDER A FLIP DOWN DOOR UNDER THE DASH BOARD ON THE LEFT SIDE OF INSTRUMENT PANEL.HOPE THIS CAN BE SOME HELP.

If by manually touching the relay points give you power to the fuel pump , i would assume that your relay is bad on the power side.

try to exchange the relay with one other of your fuse box . If it works fine with other relay change the relay and you'll be on your way.

Just for you to know!!!

Here is how a relay works you have a driving side and a power side . the driving side is in fact an electrically operated switch that when current is apply closes the switch that is on the power side.

Test your relay by asking somebody to put one finger on the fuel pump relay. when you have power on and of on the driving side of the relay, the other person will sence that the relay is clicking . if it desn't change the relay cause it's burnt on the driving side. if it does and you don't have power to your fuel pump chnage the relay cause it's burnt on the power side.

Electrical prblem

There would be a fuel pump fuse, either under dash or under hood. Check that fuse, use the test light to see if fuse has power. If not, then it might be a fusible link or maxi-fuse that feeds the fuse panel. If fuse has power with key on, pull the relay, and use the test light and probe relay terminals, key off. One terminal should be hot at all times. If not, check for power loss between battery and relay terminal-possibly a maxi-fuse or fuse link.
If relay does have power to terminal, quickly check other terminals while someone turns key to on-for about 2 seconds, another terminal should show power-this would be signal from computer to turn the relay on to prime the lines and fuel rail. If you have that, plug relay in and cycle key. Does relay click? If yes, relay is working and problem may be at fuel pump connector. If relay is not working, but you have power to it, and the short signal from computer is there, then check the relay's coil side ground. Computer signals the coil side and the signal goes to ground from relay coil side.
Pull the relay and use a jumper wire from relay's hot terminal to fuel pump terminal-the wire to pump from the relay. If pump comes on, the problem is right there at the relay-either no signal from computer or the relay coil's ground is lost. If pump does not come on, again check connector at pump-that or the wire to pump[ has a problem.

The PCM does not supply the voltage to the fuel pump . All the PCM does is energize the fuel pump relay ,closing contacts in side the relay which connects the fuel pump with a B+ voltage supply from Fuel pump fuse 15amp location , under hood fuse box . The ECM BAT fuse powers the fuel pump through the relay. If the gray wire has power and the black wire has ground, and the fuel pump does not operate, its bad.
