First I suggest to try and check fuse box.

yes u need to drop the tank out. there is no underseat access.

You can, but it will probably take two people and they must move the top slowly and together. It will be hard because you will be forcing the fluid back through the pump.
You can change it to a manual top by removing the bolt at the top of the cylinders and lowering the both shafts down into the cylinders.

my 1995 had the same problem and just found out it was the number 10 fuse. it wasnt blown, somehow the two connectors got bent and wasnt making a good connection
