1991 toyota camry transmission up and downshifts fine with shifter, but upshifts at very low speeds all the way to 4th at about 15 MPH. Will not downshift in any gear, even at full throttle. Tranny codes check normal, including driving codes, even when problem is occurring (it is intermittent, becoming more frequent to not working more than working)

I think your vehicle speed sensor has become faulty. It is on the transmission casing. See here p80

Another possibility is the shift solenoids see p15, p86. This was a common problem in Camry autos. The car needs to go up on a hoist and the tranny pan removed for this repair, although the part is inexpensive. For that fault though the O/D light really should blink to tell you a trouble code 63,64,65.

sounds like you may not even have a 4th gear. worst thing is you may need a new transmission. try putting in some "Lucas Transmission Fix" it's like $12 at Autozone.. If that doesn't help, take it to a transmission shop and have them check inside your transmission to see if you need a new transmission or if it's something that could be fixed. It may even be a sensor.

first things first. have you identified whether or not it is using a kick down cable? if it is, chances are this is your issue. if the colar breaks or the cable gets freyed and sticks inside the sheath, it will cause definate shift issues. let me know

That may be a safety feature, Ron - it SHOULD refuse to downshift if downshifting would cause excessively high engine RPMs.

The transmission is failing.
Check fluid for level and quality. If level is low, add transmission one pint (16 ounces) at a time until the level on the dipstick is correct. If the level is good but the transmission fluid is dark in color, tan in color, watery, or obviously burnt, start by having the transmission fluid and filter replaced.

Without diagnosing this problem i can only take a good guess, the po741 on this ford is related to the tcc, this is the torque converter clutch, the converter clutch seliniod may be bad, you will need to test it and omh it and check for shorts or open circuit in the seliniod.

Ect power?

The ECT button stand for Electronically Controlled Transmission. In short, what the button does is change the upshift points for the auto trans. Normally, the 1-2 upshift is at 15-19 mph, pressing the button changes the shift mph form 15-19 to 19-22/23. More often than not, this feature wiooould be used if you are hauling a heay load, and the ECT gets you up to speed faster, via the longer time as mentioned above re the shift mphs. Not very useful with normal driving, it really does not do much without a heavy load.

Transmission

Had the same problem on a 2007 Corolla. The check engine light was on, had hard shifts, and a DTC code of P2716. The computer had to be updated. I would take it in and ask them about this TSB.
