Can you add a bit more detail about the problem? Do you hear any strange noises? How long does it last? from 0-10MPH, 0-20MPH . . ? WHich engine do you have in your 1996 A4? Is the engine rough when it's hesitating? My guess is that you have an issue with the turbo, or you're not used to driving a turbo engine. Assuming you have the 1.8t (the 2.8 doesn't have a turbo). Provide some detail and maybe we can help more.
Piston rings falling or exhaust leaking or no back pressure. have engine compression tested and check exhaust system for leaks or damaged box in side. hitting them usaly workis if it rattles it damaged.

Agree with outdoorsman5 - the only chance of resolving this without pulling out the steering rack is Stop Leak which is designed to cause the seals in the rack to swell and thereby stop the leak.
Some people have reported good success with it - however it may only work out to be a medium to short term solution and depends on the leak coming past the seals. If the rack itself is cracked or otherwise damaged it will not work.
Have a look at something like this. Its not too expensive and certainly worth a try.
