Lifting up whole 2nd row seats to access fuel filter

I have a 2002 mitsubishi pajero petrol 4x4, 7 seater. Problem is we can not get the second row of seats folded up behind the front seats so we can change the fuel filter. We get as far as the seat back folded down forward but then can not lift the whole seat up out of the way. Is there any thing else to do?

Where is the full filter

I believe there is actually an access panel in front of the second row seat behind the drivers seat that you can access the top of the tank, fuel pump and possibly the fuel filter. Lift up the carpeting and check.
1. Remove the fuel tank cap to lower the fuel tank's internal pressure. 2. Locate access cover. 3. Remove the fuel pump & fuel filter assembly installation screws, then remove the fuel pump & fuel filter assembly from the fuel tank.

Where is the car jack located in the mitsubishi pajero 1998

under the base of the back seat there are 2 storage compartments doors, one on either side, if you look in the footwell of the 2nd row seats you should see the small handle's, the carpet does cover them, but has been cut out around doors.
From factory there is a bottle jack in one of them, cant remember which side,
