1995 honda civic idle problem

If it was starving for gas the catalytic converter wouldn't get hot. So look for excessive fuel flow. This condition is caused by a defective MAP sensor. It acts like an altimeter for the computer and adjusts the amount of fuel for optimal power at any altitude.

probably vacum leak around throttle body or carbon in idle motor try cleaning throttle body and idle motor with carb cleaner good luck

try downshifting

I would suggest you check your drivebelt/fanbelt tension and waterpump.
