In trunk on left side there should be a manual pull cable to operate the door if the electrical solenoid fails to operate when pushing the fuel door button on the left side of the dash near the trunk lid button.
Open trunk and pull cable in left rear side trunk panel. This is an emergency release for the fuel door. You may have to pull gently out on fuel door while tugging at release cable several times. When the door opens oil latch solenoid tip and bend tab on door latch about 2mm towards hinge. The fuel door is flimsy and tends to get bent. Once it is bent it prevents the latch solenoid tip from releasing the door latch.
Question is whether the cable/unlatch device is operating, or if the spring that pushes the fuel door open is out-of-position or broken. Have someone else operate the button while you have a fingernail or non-scratching inplement ready to gently pry the door open. If the door does not open, there may be a problem with the cable/unlatch device. If you can get the door to open by hand when the button is operated, you may have a broken or displaced sping, which will be apparent once the door is open. I fixed this issue on our '92 Sidekick by installing a small spring from an old flashlight, set up so as to push gently on the door near the hinge point, while wrapped around the original support bracket. Try removing the plastic lever handle to see if it will let you push
the lever further towards the floor resulting in more tension on the
(hopefully not broken) cable.
Take a plastic knife like you would get at Wendy's (or anything you can think of that would work better) and wiggle it in the center of the right side of the fuel door. You're trying to depress a trigger and pop it open. Forcing can bend the inner latch but it can be bent back. After you get it open you'll need to do some adjusting or diagnose if the cable is broke. Even though it's the same lever, it's two cables.
