This means the cat is clogged and needs replaced. if you need to drive the vehicle until can be replaced you can punch holes in the cat. WARNING THIS IS CONSIDERED ILLEGAL AND YOU WILL NOT PASS EMMISSIONS TEST IF REQUIRED IN YOUR STATE. However not all of us have the money to spend right away and this is a temporary fix so that you can still drive the vehicle until you can replace it. Your vehicle will run rough or cut off once the cat gets too hot. Also you can damage your engine if you continue to drive it with a clogged cat.

I would check your relays first. Usually your problem is the relay. You may have a Service Engine Soon light on also. This can indicate that your coolant temperature sensor isn't working therefore the sensor isn't telling the computer to turn the fans on. Another quick easy test is to start the car and while it's idling either turn on the a/c full blast or the heater defroster. This should cause the fans to kick on for a length of time. (The length of time can very) If they do come on it would lead me to believe that you have a coolant temp sender problem. If they still don't come on after a few mins, I would definitely look into the relay.

1997 Bonneville lost power going up a long hill

The only thing that comes to mind is the catalytic convertor in the exhaust system.It can become restricted,reducing flow in the exhaust system,which also reduces engine power.These convertors run at fairly hot temperatures,and the extreme heat and conditions aggravated,or overloaded it.It's not very expensive to have it checked at a reputable muffler shop.I have seen extreme instances where this caused parts of the exhaust system to turn red,glowing hot.
