Do the following, it should make the problem better, but it will not cure it completely.
Here are some of the causes of surges, stalls at stops, slow idle speed, erratic idle speed, rough idle and engine hesitation (and other problems), it is in most cases the idle speed control air-bypass valve and or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.
Check for misfires next check the i.a.c.

It sounds like you may have a problem feeding the fuel to your engine, I had the same problem with my 89 RS. All the 1989 model's fuel systems were recalled. I think you may need a new fuel pump. The fuel pump is located inside the gas tank in the rear of the car right under the rear axle. The fuel pump itself isn't too expensive, but with other small parts such as the electrical harness upgrade and fuel filter and the labor you should be looking somewhere in the $500 range. The Air Idle Control Valve (IAC) may be bad or dirty with carbon build up. Check for loose wire, remove and try to spraying it with throttle body cleaner to clean the carbon out and dry it with a hair dryer before installing.
The other thing to look for to is stuck EGR valve. same process as the (IAC) as to cleaning it too. If both are beyond cleaning then replace it.
You can go to Auto Zone and have the car scanned for any DTC codes which would indicate any problems with the (IAC) and EGR's performance.
The other thing to that would make the engine shake at low RPM's is bad spark plug and wire or low engine compression, but that would give you problems through out the whole engine's performance.
