The first step is to try and remove the radio to see if the code has been written on the casing. This is sometimes done with Volvo.
You will also need to provide the model number printed on the front of your stereo as Volvo branded units are often Clarion or another major brand that has been re-branded Volvo.

We just unlocked a 98 Volvo S-70 radio,on the front,you have 2 slots across from each other,use you finger nails or a dime to get it to come out,then you can pull it out,then get the serial number and write it down,then put stereo back in,then get your vin number,it's on your insurance card,then call dealer and ask for your radio code,they will ask for vin number and radio serial code,if your radio says code,then you can enter it,ifit says off,then it's locked,you have 3 tries till it locks and it says off,if it says off,then you turn key to number 1,turn radio on,wait 2 hours,then it will say code,then enter code and radio will unlock,our code is 5513 if you want to see if it will work for you.Here's a link to you owners manual,read about the radio code,same as our's,but the dealer will give it to you free. 1994 Volvo 850 Watch this video. if the vin no may not be able to help, pull out the radio set and get the serial nos and together with it, get your local Volvo dealer to obtain the code. I did mine in Malaysia at no charge.
There is a 4 digit security code that needs to be entered into the radio. Look in your owners manual, it may be written in the book or there may be a card in the booklet that has the code. If you find it, enter it once, if it doesn't work, stop, because entering the wrong code will lock up the radio. well, I don't know, the dealer has all of that info, but if your lucky you can pull the old radio and maybe a previous owner or mechanic was thoughtful enough to write the code on top. Locate the two springloaded tabs on the left and right sides of the face, push them in gently with a knife or flat screwdriver and use them to pull the radio out. Good luck.
remove radio by pushing in the two side tabs to alow you to remove. Call your local volvo dealer (parts dept.) with the serial # and part # off the radio. Type in the code and volia.
go to your local volvo dealership, and you must have the car in your name, but ask one of the mechanics if you can have the code for your radio, they'll look it up and give it to you I believe.
You can get the code from the dealer with the VIN# and you have to pull the radio out to get the radio's serial number. If you've tried too many wrong codes the screen will show error message. If so - disconect the battery for about 60 minutes to clear error message then reconnect and enter correct code
