Red: there were two engines used in the1999 frontier.
The VG30 (V-6 )and the KA24DE (4- CYL)
If you have a V-6, there is no adjustment you can make on the valve clearances. They are hydraulic and self adjust. If they are noisy, you might try changing the oil and filter and using an oil additive designed for addressing high mileage motors with noisy lifters. Marvel Mystery oil actually works, but follow the instructions. MORE IS NOT BETTER!
The 4 Cly engine does not have adjustable valve clearances from the stand point of using a few wrenches, one to adjust and the other to lock the adjuster when the clearance is correct.
These valve clearances are set using shims which are "metal discs about the size of a quarter. They come in various thicknesses and based on the measurement between the base of the cam when the highest point of the lobe is facing the 12:00 position, you place a feeler gauge between the base of the cam and the top of the shim.
If it is too loose or too tight, you use your feeler gauges to find out what it would take to make a zero clearance situation. From there, you remove the shim, measure it. Based on your findings during your initial measurements, you can calculate whether you need to use a thicker or thinner shim.
So to answer your question: unless you have a lifter confused with some other component, there is no means of torquing a lifter down on either series engine which came in that truck.
Please let me know if I can help you further. There must be some reason why you have asked this question......?

There was a problem with cam bracket bolts and the upper timing chain tensioner on the KA24DE engines. The noise was audible when you would first start it cold and it would go away rapidly.

There were some instances where if the problem was allowed to continue without shop intervention, a guide could end up breaking at which point the chain would start rattling. ...mybunkey

How do I bypass a knock sensor on a 2000 Nissan frontier

Bypassing (hotwiring) the knock sensor will remove a signal the computer needs to operate. Unexpected results for sure , possible damage to the computer may result. Replacing the knock sensor is the best way.

My 2004 nissan frontier makes a knocking sound when accelerating or when cold. It has been serviced regularly and has 74,000 miles on it. Does it have anything to do with the knocking sensor?

The knock sensor picks up vibrations from detonation and sends a signal to the engine computer, which then adjusts the igntion timing [ retards advance ] to correct it. You can read the operation of the sensor with a full function scanner, if it's working then you have to look for a physical problem with the motor causing the konck.

2001 nissan frontier 3.3 super charge knock sensor location

Its located behind the air intake, by the firewall. It looks like a doughnut with rubber on it, and a wire coming out of the side. Its held down by a bolt. Its just in a hard place to get to. If you remove the bolt first, its easier to pull up by the wire. disconnect the wire, and throw away, connect the new one, and bolt the new one in. ONLY use 20lbs. torque to tighten it down. It will break if not careful(found out the hard way). Its about a 10 minute job
