try to pull the cable with pliers

have someone "jiggle ' the hood near the release while "jiggleing " the release at the same time better worded bump on the hood rapidly , if no then check release cable for broken plastic , if so then manually pull cable with pliars of some sorts

You will need access from under neath front and reach up to latch - use a screw driver and pop release.
