FUSE PANEL LOCATION
The fuse panel is located in the engine compartment. A label on the inside of the cover lists the fuse amperage and circuits protected.

The A/C needs to be serviced by a certified volvo tech or some one who know's a/c very well it can be just low charge or the speed sensor on the compressor.

If your car has Manual Climate Control (that is without ECC - Electronic Climate Control), then the problem is most likely the resistor. Costs about $85 on line. Models with ECC do not have a blower motor resistor. On those vehicles, this function is handled by the A/C Power Module. There are four different power modules, depending on your build date (chassis number). Any of them will run you about $125 on line.

It depends on where you take it. A Volvo dealer will be expensive so I'd look for a repair shop that specializes in electrical problems.
A side note, I've seen that happen on Volvo's before and it turned out the a/c system wasnt charged with freon. It might be cheaper to visit an a/c shop first to make sure your system is fully charged.

sounds like you bought a defective part.

this is a major problem on 850 and s-70 models with ECC climate control these cars have MAJOR problems with this system and you MUST have major knowledge of system to diagnose and fix

IT SOUNDS LIKE A RELAY PROBLEM OR TEMP SENSOR RELAY IS LOCATED W/3/PLUGS RIGHT ABOVE THE RADIATOR IN MIDDLE BELOW THE PLASTIC ABOVE THE RADIATOR

The heater core on your Volvo is an easy fix. The dash does not need to come out. You remove 6 screws from the center console, pull that out of the way, pull back the carpet and there she is. A couple more screws, a tug to the back to remove the bad core and you replace in reverse. Put down a plastic bag or catch-can to get whatever coolant comes out when the core is removed. I thought I was in for an expensive repair until I researched and saw how easy the job was.
