You can't just swap out odometer or instrument cluster. You have to do a programmable module installation and then reset the PATS keys. The dealer can do this, or someone with access to a Ford scan tool.
If u can get the cluster,key tumbler and key and the pcm at a wrecking yard it will start. It is probably the gages gone bad or even the circuit bord malfunctioning, I'de get it looked at if you don't know how to do it yourself. The same thing happened to me I replaced them my self they are not to expensive.
