Well, as you said, you may have a problem with the fan. You should start checking the least expensive solutions to your problem first, then, check the options one by one. Check the fuses. See if the termostat is working, that could be a problem besides the fan. Try going to your local Auto Zone Store and ask them if their engine check device would detect your problem. It'a a free service, including advice.

If you are talking about the early 99 which is the MK3 style then I can point to the switch that you are turning on the dash. Poor design which will melt the contacts and cause overheating. You can remove the button by pushing a tab on the bottom and look at the contacts. Turn the switch and push on the copper contacts and see if you get any other speed. Watch out the contacts get hot. The other choice would be the resistor pack located in the heater assembly behind the glove box.

There is a seal around the distributor. Mark where the distributor is and remove it. Then replace the seal. Put it back together in the same location as before you removed it. It is also possible that your valve cover gasket is leaking and dripping on the distributor.
Cooling problem: Try washing the outside of the radiator where the cooling fins are. Spray it down with a really good degreaser and rinse it off. WARNING: Do NOT use high pressure because you will need a new rad after.

Better make sure the fan works. There is a switch on the radiator that turns the fan on when it gets to a certain temperature. It could be the fan or the switch. Your thermostat is not your cap, it's in a different location. (Usually at the engine end of the upper radiator hose) Get the leak check! A good garage can pressure test the system to see what leaks you might have.
