check the fuses.......had same problem, blown fuse to the ignition or fuel pump. Changed and fired right up.

The best way for you to do this is to go to a autostore and buy the repair manual for a 95-99 dodge/plymouth neon. That will help you better, because you have to pull apart the front of the motor (passanger side). Its not as hard as it sounds. 90% chance your engine is a sohc. If needed i can give you the complete directions for doing this but easer for you to see it in the book.

have to remove the fuel tank to pump combustible.Desconecta change the battery, disconnect the hoses that are in the tank. and you can pump out. Thanks
The 98 and 99 neons don't have a fuel filter, they have a fuel screen that is right in line with the fuel pump. If your car is not starting and blowing fuses for the fuel pump, you will need a new fuel pump.
