carb engine, or EFI?
the tacho action tells you the primary ingition side is failing.
the jumper is inserted, in the EFI , code 8 is spark misfire.
jumper the service check connector , 2 pins.
code 8 can clear fast, so you make engine mistfire, watching the lamp. but is only more evidence that the the ECU can not fire the coil.
The Tacho proves that. if the code 4 or 9 show up, bingo.
drive with the jumper planted.

On your HOnda accord V6.
The rpm is generated from the Distributor.
The more possible problem for erratic RPM is the cam sensor inside of the Distributor. But I guess you can't buy just the sensor.
And can afect the engine performance.

The main relay also controls the transmission and will cause an intermittent interruption of power and indicates its going bad. about a $60.00 replacement cost. the relay is located under left side of dash.

If you are talking about just plugging into the speed sensor yes. A VTEC and NON-VTEC are one and the same.

Tac signal comes from the coil. It may be weak and dropping out at times. I would replace the distributor as a whole. It will come with a new module and coil.
