Grab a large punch and hammer and knock out the old broken one. Push the new one in and re tighten. This will pull it into place and because it has splines it should not spin while doing so.

Here is some help for you to replace the broken wheel studs on your 2002 Dodge Grand Caravan, you will need to follow these steps:
First, you will need to remove the tire that has the broken studs. You can do this by using a tire jack to lift the car and then using a lug wrench to loosen the lug nuts. Once the lug nuts are loosened, you can remove the tire from the car.
Once the tire is removed, you will need to use a hammer and punch to carefully tap the remaining pieces of the broken studs out of the hub.
Next, you will need to purchase new wheel studs that are compatible with your car. You can find these at an auto parts store or online.
Once you have the new studs, you will need to use a press or a hydraulic tool to press the studs into the hub. Make sure that the studs are pressed in evenly and securely.

You take off wheel, (if it's a front wheel stud) you take a punch and punch the stud inward and remainder of stud will fall out. If it's rear, remove drum and do the same. Stop!!! The "round plate" that the wheel studs are mounted to is your hub assembly. To replace a broken stud, you simply need to use a hammer and a drift pin punch, and pound it backwards. You replace it in similar fashion: insert the new wheel stud in from the back side of the hub, and use the wheel lug nut to draw the new stud into the hub assembly.
After removing the lug nuts, spray some WD-40 around the wheel studs and the center of the wheel. I've kicked the tire, one side, then the other, or you might try pounding on it with a large rubber hammer.
Should be a pressed in wheel stud, remove hub and have old one pressed out or you can do it the primitive way, by double nutting the old stud and striking it with a hammer to pound it out, if threads are bad then just strike the stud by itself , then replace new stud in opposite fashion...
Remove: wheel, brake caliper & rotor. Drive out the remaining stub with a hammer and punch. Insert a new stud and pull it into place by tightening the lug nut. Before running out of threads, remove the nut, insert a stack of washers or a large nut which slips over the threads without contacting them, tighten the lug nut to seat the stud.
