Swap your fuel pump relay with something like your horn relay but the relay is almost never the problem to check the fuel pump turn the key on and listen near the filler cap if the fuel pump buzzes the fuel pump will only buzz for 3 to 5 seconds check for fuel pressure at the fuel rail it could also be fuel filter stopped up or pressure regulator
I would have to have a fuel pressure regulator, and I didn't find one yet that would work right for this car model, i did do the horn relay swap to the fuel pump relay and that didn't nothing either. I also did try the suggestion of smacking the gas tank while turning it over and that didn't nothing also. I'll sure check the Fuel Pump Relay and see about replacing that, by the way it isn't behind the Glove Box though.
I'll have to check thoroughly where that Fuel Pump "Relay" is located at, there is only a few sounds when i try to start this 1994 Mercury Topaz 4cyl car, kind've a squeaking sound when I attempt to start it, though hitting the gas tank with a hammer sure didn't do anything (yet) for trying to start it. If anyone knows where that Fuel Pump "Relay" is on this Mercury car, please do let me know? I am going to try replacing it, if it's not on top of the Gas tank since that is a real hard area to get to. Thank you all
Tend to think it's the newer Fuel Pump that has gone bad though, since it was "replaced on 4/17/2013" and it might have gone bad already.
Also the Fuel Pump does not "buzz" at all, and I did check the "fuel pressure" and it's okay. Still trying to find the location of the "Fuel Pump Relay," it's not in that left engine side black box, that cannot be opened, I tried for over 1 hour. and it's not designed to open at all for that Canadian manufactured box.

You have a problem in the fuel pump relay circuit for sure then. I'm betting the relay, but it could be that dropping resistor.

On the regals they have a ceramic resistor on the passanger side under the fender. It heats up and over time it tends to brake and the wire inside tends to rust away. The fuel pumps run in 2 different speeds. Had the same problem. Dealer only part yet the car would run and you would think it was the fuel pump. Turn the key it kicks on then start and dies out. Ceramic on the pass side would need replaced. It is white about 2-3 inches long or so held on with 2 bolts i do believe. Ill find a bulliten i found online to help me diagnos the problem. :) hopefully this helps someone out instead of spendin $$$ that ya cant afford with the recession eh?

No switch. Take a big rubber hammer and strike bottom of tank while someone is cranking car. Sometimes this will make pump work until you shut it off to replace the pump.

So, I did purchase from a local parts store a "new" Fuel Pump Relay" but my Haynes Car Repair book it doesn't show where to install that part, I did look behind the glove box and it doesn't go there that I can see, and also I did look all around the engine area, near the fuel filter and it doesn't go there also. Does anyone know where it does install at? Thank you all for your suggestions, I sure do appreciate the help.
