I think it's doubtful that your starter is draining the battery. Once your starter is engaged upon start up, it is done with its job, and it is not needed until the next start up. It does sound like your starter is going bad. If all of the electrical parts seem to come on when you trying to start it, it should have plenty enough juice to start it. One possible cheap solution is it could be the starter relay. The relay takes power from your battery and routes it through to your starter. If this isn't working, your starter isn't even getting any juice. I hope this is the problem. I have seen many starters replaced that should not have been because fo a bad starter relay. You would have to Google that info on a Monte Carlo. I could not tell you where it is on any Chevy.

SOURCE: we have replaced the battery, alternator and
there is an open cirket somwhere draining the battery
SOURCE: replaced starter, alternater and battery car still drains battery. whats wrong?
First you can not test an alternator by disconnecting the battery cable. That is what we did back when cars had generators. Today you can fry the computer and alternator running the engine with the battery cable off.
Meanwhile, I would look for a fuseable link or main fuse problem. The alternator circuit may not be connected to the fuse box and battery.

Still Cannot get the car to start. There is no starter relay on a 98 monte carlo. Replaced alternator and got a new battery and now I hear a click when I attempt to start. No security light on or blinking and I have also attempted to use my spare key to make sure it is not an issue with the security chip on the key. I have checked all fuses and they are fine. I can get starter to attempt to crank without key so I don't believe it is a problem with the actual starter. It seems like something is not allowing the the electricity to get from the steering wheel to the starter. Thoughts?
