when running the engine
the DIP STICK seal as it fits the dip stick tube end. leaks oil
this a bad PCV valve.
excess crank case pressures.... cause by not doing service on car.
or worse a very worn out engine with huge blow by gassed.
is engine miles high? over 300k? miles?
or the dips stick seal there is bad.... looking at it tells you that.
from what you described oil out dipstic tube your building pressure make a point to make sure that pcv (positive crankcase vent) valve is working and all tubing is in good condition its made to remove all pressure in motor and removing vapor that forms in motor I really hopes this helps if not please let me know good luck .

No solution from me, Note: Sounds like your pretty familiar with the Positive crankcase ventilation (PCV). You said the valve is pulling a vacuum I am assuming it is from the intake manifold side correct? With the PCV was working sure seems like it would keep the oil from coming out of the dipstick tube. I am stumped as well, sounds almost like too much blow by from the cyclinders you already stated that with the possible broken compression rings?
A bad PCV valve
can also cause the dip stick to become unseated in the tube and is noticeble by
oil being blown out of the tube, especially at high rpm's. You might want to
check and see if the intake breather (usually on the other valve cover on most
v-block engines) is not clogged as well.

There isnt' one. Volvos are equipped with vent-box located underneath the intake manifold. Remove the oil dip stick tube and then the intake manifold and remove the box. Install a new breather box and make sure to clean the lines going to and from the box. If the breather box gets clogged, oil will push from the oil filler cap, dip stick tube and worst case, blow through the engine seals.
You probably have a plugged PCV valve , normally located on a valve cover. If it is plugged pressure will build up in the motor. The easiest place for pressure to escape is the dip stick hole.
Your PCV valve is usually about a $2 part and is suppose to keep oil out of this tube. Follow the tube back to the valve cover and the PCV valve should be there.
Excessive blow by could also cause oil to get into this tube. The blow by is usually caused by worn piston rings or valve guides. The compressed air/fuel mixture or exhaust pushes past these areas and make it into the crank case. Usually if you have a lot of blow by, you'll see your dipstick tube popped out a bit too.
PCV valve is cheap and easy to change... I'd give it a try.
Sounds like the engine can't breath, make sure pcv valve is good,or oil cap is vented. your engine is building up pressure and has no where to vent,so it blows the easiest thing,the dip stick
okay blow by is in the combustion chamber ... now if you wanna see whats happening disconnect the coil or pull the fuel fuse so it wont run but tries to start ... when you turn the key .. now put a pressure spark plug gauge to test the compression one by one to each cylindar record the results if you low pressure you can add a little oil in the spark plug hole and a 1/3 pint and put the gauge back on and try to start look for differences ..now think if a test was low and you add oil in the cylindar and test it again and its higher compression the piston rings are wearing . if you get the same low reading with or with out oil the valves are not sealing ..have a Blast !!! What engine? The oil level is good, not to high? If yes, it has too much crankcase pressure. Change the PCV valve and check the crankcase air filter. Also make sure you have vacuum at the PCV.
