It is normal for a car without power steering to be difficult to turn the wheels when the car is stationary or at very low speeds. Once you are moving above say 10 mph the steering should be fairly easy.
you have to specific in the make , model , year and equipment type
you problem indicates seized bearings in the rubber mounts at the top end of the struts and you are actually trying to twist up the springs
the new rack fixed for a short period of time eliminates the power steering pump
It could be the steering column joints are dry and seizing up as well ( dead spots when turning the wheel indicates joints not turning freely0
ask a local mechanic to have a look as it could just be the power steering belt has come off or if its the electric motor type power steering pump then it could be a fuse or a loose connection ,sorry to be vague here but never seen this american built vehicle here in spain
1 remove negative battery cable 2 remove air bag module from steering wheel, this is usually bolted thru from the back of the steering wheel 3 remove steering wheel retaining nut. 4 Using a steering wheel puller pull steering wheel from steering shaft.
The power steering pump pumps fluid through the power steering rack or gear box assembly. when you move the steering wheel the fluids pressure helps you to turn the wheel by puhing on one side of the rack or the other. You can turn the wheel asmany times as you want with it stationary and nothing will happen.
