I have a similar problem with my 2003 accent. The problem is a GROUND SHORT in the multi-function switch, which apparently needs to be replaced. This is located in/under the turn signal/high beam switch on the left side of the steering column, and probably needs to be replaced. Check your battery's ground connection first, to make sure it is correct.
I have an '03 Hyundai Accent 1600cc. I am told by the techies at the local dealer, the fuel filter is ON the fuel tank. You gain access to it by removing the back seat, then opening the panel beneath the back seat. Replace the filter, screw the panel back onto the floor and the job is done....
The fuel pump on the 2003 Accent is under the rear seat.
