The ecu doesnt have to be programmed for the car, it should start right up, unless its a bad ecu. Or a whole different problem. unless it has immobiliser.

Thanks Toyota Ed, I sent my car to Toyota Service Centre again regarding this problem. The final answer is my computer system in the car is not working with remote control.
I understand that the Tech people just follow their procedure and give me this answer.

Hello. A vibration in the steerign wheel indicates an issue with the front tires. They are either out of balance, and would need to be rebalanced, or it is possible (although remotely) that the tire(s) may be compromised (after hitting a pothole), the belts in the tire may be corrupted. What I would suggest is to take the car to a reputable tire place, and get the balance checked. While the tire is on the balancer, the Tech will be able to see if the tire is out-of-round due to possible road damage. Probably just a tire balance problem. leave the ignition on for upto 30 minutes this will then over ride the immpb but change battery in remote much easier check with your local toyota dealer they will tell you the sequence
