Definition of P0420 is catalyst below threshold. This is indicative of (among other things) a converter that is not working as efficiently as it should be (according to specs). Catalytic converters are not normally a "wear" type item, that is they are not deisgned to wear out and need replacement. If they have failed, it is likely due to something else that caused it to fail.
P0447 Evaporative Emission Control System Vent Valve/Solenoid Circuit Open. The Powertrain Control Module (PCM) has detected an open within the circuit that controls the vent valve or solenoid for evaporative emission systems vapor.
OBD II codes are specific to manufacturers and often specific vehicles. A Hyundai Accent P0650 may not be the same as a Hyundai Sonata P0650 because Hyundai loaded more diagnostic codes into the upscale Sonata.
Check with AZone or similar, they'll tell you the code description, and give you possible suspect causes to check.
If you dont have access to compressed air and a blow gun , to blow down the jets, then use a needle and try to clear the jets, and then try the wshers, you will have to adjust the jets after. If you still have nothing, or it is very weak, then remove the pipe and blow down it , also with the pipe off, try the washer pump to see if it is pumping strongly, because, although the pump is working/making a noise, it may be too weak, in which case you will need to replace the pump.
